UPDATE – Manoa Stream Improvements at Woodlawn Drive Bridge, DLNR Job No. J38CO56A

CONTRACTOR:
Frank Coluccio Construction Company

SCOPE OF WORK:
Phase 2 Construction – Upstream, underneath and downstream areas of the existing Woodlawn Drive Bridge.

The Contractor has completed Phase 2 construction and removal of in-stream Best Management Practices (BMP’s). The Contractor will be removing construction materials and equipment from the project site.

Tentatively, 7/08/19 to 7/31/19, the Contractor will be removing construction materials and equipment from the project site.

Phase 3 Planting
– Downstream embankment areas of the existing Woodlawn Drive Bridge.

DLNR is working with the Contractor on finalizing a planting plan for the Mauka and Makai embankments downstream of the existing Woodlawn Drive Bridge.

Tentatively, 8/01/19 to October 31, 2019, the Contractor will begin planting and setup of a temporary irrigation system for the 90-day maintenance period.

SCOPE OF WORK:
Continuation of Phase 2 Construction – Upstream, underneath and downstream areas of the existing Woodlawn Drive Bridge.

Currently, the Contractor is re-establishing Best Management Practices (BMP’s) along the stream embankments and in the stream. BMP’s are practices used to reduce runoff around the project site and within the stream. The Contractor is also re-installing the stream by-pass system and dam. Tentatively 6/03/19 to 8/31/19, the Contractor will begin re-work of the existing grouted riprap downstream of the existing Woodlawn Drive Bridge. Re-work will consist of chipping a portion of the grouted riprap and re-grouting the riprap embankments. Tentatively 6/03/19 to 8/31/19, the Contractor will begin sediment dredging of the stream upstream, underneath and downstream of the existing Woodlawn Drive Bridge.

DURATION OF PROJECT:

I wanted to provide an update on the Mānoa Stream Improvements at the Woodlawn Drive Bridge project. The Department of Land and Natural Resources (DLNR) is planning to resume the project in early May 2019 now that we are transitioning into the “dry season.” The project is now (tentatively) expected to be comppleted in October 2019.

We will resume sending out updates from the contractor about every two weeks, to keep everyone informed on the project’s status. I also want to remind everyone to be to mindful of construction barricades and all posted safety/detour signs. Your patience, cooperation and understanding are greatly appreciated.

We hope each of you had a safe and happy holiday season. We wanted to provide an updated on the Mānoa Stream Improvements at the Woodlawn Drive Bridge project. Due to unforeseen circumstances, the project is now (tentatively) expected to be completed in October 2019. It’s original end month was May 2019 when work started in August 2018.

The Department of Land and Natural Resources (DLNR) delayed the project after sediment was removed under and downstream of the bridge. That’s when it was discovered that the existing drainage structures were not built as shown in the reference plans.

DLNR is revising the project, which may include additional dredging. The contractor will perform minor work during the next several months as the revisions are made. The in-stream dredging work is expected to resume by May 2019.
