Flat Rate Per Diem and FAR Policy Changes Effective 7/1/2026
Target Audience: Fiscal Administrators and Fiscal Support Staff
As a reminder, pursuant to RP 9.216 and recent changes to the HGEA and UPW contracts, the flat rate per diem for all employees will be $30 for same-day travel effective July 1, 2026. Additionally, travel reimbursements for Bargaining Units 01, 02, 03, 04, 09, 10 and 63 will follow the federal allowable rate (FAR) guidelines effective July 1, 2026.
Please use the following guidelines when processing travel during this transitional period. The date that travel begins will dictate which travel provision apply. Both the Employer and HGEA are in agreement that:
- Travel that begins and ends prior to July 1st will be governed by current travel article provisions.
- Travel that begins on or after July 1st will be governed by the new travel article provisions effective July 1, 2026.
- Travel that begins prior to July 1st but concludes on or after July 1 will be governed by the current travel article provisions.

eTravel Access Policy: Attestation and ISAT Requirements
Target Audience: eTravel users, Fiscal Administrators and Fiscal Support Staff
Effective April 28, 2026, the Information Security Task Force implemented updated compliance requirements for all eTravel users. To maintain access to the system, users must have a current Information Security Awareness Training (ISAT) record and a completed Attestation form.
Both validation checks occur automatically in the background during the login process. If your ISAT training is more than one year old (or has never been completed), you will be denied access to eTravel and redirected to a web page with instructions on how to complete the training.
Similarly, if you have not yet submitted your Attestation form, you will be redirected to a dedicated web page containing a direct link to complete the form. Once these requirements are met, access to eTravel will be restored.
These changes bring eTravel in line with other systems of record, such as PeopleSoft, Banner, and KFS, ensuring a consistent security posture across the organization.

Recording and Reconciling Bank Deposits
Target Audience: All
With the fiscal year-end coming soon, the Treasury Office asks that all bank deposits (cash/check, electronic fund transfers, and credit card payments) are reconciled and recorded in KFS in a timely manner. In addition, if you are notified by the Treasury Office of any deposit adjustment that requires a correcting entry in KFS or receive a follow up request on an unrecorded amount, please record as soon as possible. All funds received as of June 30, 2026, must be reconciled and recorded in KFS before KFS closes for the fiscal year.
As a reminder, in accordance with Administrative Procedure, 8.701, Receipting and Depositing Funds Received by the University, the due dates established for recording of deposit transactions in KFS are as follows:

The FA (or delegate) shall approve and finalize the eDocument as soon as possible, however, no later than three (3) working days from the eDocument submission date. Efforts should be made to record and finalize all eDocuments for the month by the last business day of the month.
For the month of June, all receipts received as of June 30, 2026, must be reconciled, recorded and the eDocument finalized in KFS by July 1, 2026.
