Greystar has completed the facility design, final environmental assessment and obtained necessary discretionary approvals to move forward with the project. The project will be privately owned, operated and maintained by the Collegiate Housing Foundation, a non-profit student housing entity that operates student housing on other university and college campuses throughout the United States. Financing for the project will be underwritten by Raymond James, and is anticipated to be obtained in July 2023.<\/p>\n<p>This is the second <abbr>东精影业<\/abbr> <abbr>P3<\/abbr> student housing project on the M\u0101noa campus as the university continues to find alternatives to state funding to improve facilities and the student experience. The <a href=\"https:\/\/rise.hawaii.edu\/\">Residences for Innovative Student Entrepreneurs<\/a>, an innovation and entrepreneurship center\/student housing facility on the corner of University Avenue and Metcalf Street, is scheduled to open in fall 2023 and will house about 370 students.<\/p>\n<p>&ldquo;This is just the latest example of the <abbr>东精影业<\/abbr>\u2019s goal of developing alternative revenue streams to affordably build modern educational facilities without raising tuition and being overly reliant on taxpayers,&rdquo; said <abbr>东精影业<\/abbr> Vice President for Budget and Finance and <abbr>CFO<\/abbr> <strong>Kalbert Young<\/strong>.<\/p>\n<h2>Updated agreement<\/h2>\n<p>The <abbr>BOR<\/abbr> agreed to the administration\u2019s recommendation to update the pre-closing agreement and ground lease with Greystar as higher interest rates over the last few years have increased costs. <abbr>东精影业<\/abbr> has agreed to provide:<\/p>\n<figure id=\"attachment_176084\" aria-describedby=\"caption-attachment-176084\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/04\/manoa-p3-student-housing-1-300x169.jpg\" alt=\"Wide view of two housing buildings\" width=\"300\" height=\"169\" class=\"size-medium wp-image-176084\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/04\/manoa-p3-student-housing-1-300x169.jpg 300w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/04\/manoa-p3-student-housing-1-130x73.jpg 130w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2023\/04\/manoa-p3-student-housing-1.jpg 676w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-176084\" class=\"wp-caption-text\">Exterior render<\/figcaption><\/figure>\n<ul>\n<li>$2 million in rent abatement each year to keep the rental rates affordable (average bed rate of $1,565 a month).<\/li>\n<li>An additional $2.96 million, for a total of $8 million, for pre-development and pre-construction work.<\/li>\n<li>A property lease for a term to end with the bond repayment, approximately 45 to 50 years.<\/li>\n<\/ul>\n<h2>New campus childcare facility<\/h2>\n<p>The project will receive an additional $10 million from the <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> State School Facilities Authority (<abbr>SFA<\/abbr>) for the childcare facility, which will be operated by <abbr>东精影业<\/abbr> M\u0101noa Children\u2019s Center. The Children\u2019s Center currently operates out of Castle Memorial Hall and will relocate when the new facility is operational.<\/p>\n<p>The new childcare facility will include eight classrooms and serve about 128 students. <abbr>SFA<\/abbr>\u2019s contribution is in line with its mission to help the state meet its goal of expanding access to pre-kindergarten to eligible children of the <span aria-label=\"Hawaii\">Hawai&#699;i<\/span>.<\/p>\n<h2>LEED certified construction and facility<\/h2>\n<p>The project is being designed to meet Leadership in Energy and Environmental Design (LEED) Silver Certification to help the 10-campus system reach its goal of net-zero energy by 2035.
