The findings were published in the journal <a href=\"http:\/\/dx.doi.org\/10.1038\/nature21708\"><em>Nature<\/em> on March 22<\/a>.<\/p>\n<figure id=\"attachment_59400\" aria-describedby=\"caption-attachment-59400\" style=\"width: 260px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2017\/04\/manoa-ctahr-map1.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2017\/04\/manoa-ctahr-map1-260x186.jpg\" alt=\"A variety of fish underwater\" width=\"260\" height=\"186\" class=\"size-medium wp-image-59400\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2017\/04\/manoa-ctahr-map1-260x186.jpg 260w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2017\/04\/manoa-ctahr-map1.jpg 620w\" sizes=\"auto, (max-width: 260px) 100vw, 260px\" \/><\/a><figcaption id=\"caption-attachment-59400\" class=\"wp-caption-text\">Fish in an <abbr>MPA<\/abbr><\/figcaption><\/figure>\n<p><abbr>MPA<\/abbr>s are a very popular strategy for protecting marine biodiversity, but the new global study by Barnes and co-authors, including paper lead author David Gill, demonstrates that widespread lack of personnel and funds is preventing <abbr>MPA<\/abbr>s from reaching their full potential and is hindering the recovery of fish populations.<\/p>\n<p>While fish populations grew in 71 percent of <abbr>MPA<\/abbr>s studied, as compared with the populations in non-protected areas, the level of recovery of fish was strongly linked to the management of the sites. At <abbr>MPA<\/abbr>s with sufficient staffing, increases in fish populations were nearly three times greater than those without adequate personnel. Despite the critical role of local management capacity, however, only 35 percent of <abbr>MPA<\/abbr>s reported acceptable funding levels, and only 9 percent reported adequate staff to manage the <abbr>MPA<\/abbr>.<\/p>\n<p>Barnes emphasized that not only area but also how the area is managed, including how much funding and staffing is assigned to it, is crucial for for <abbr>MPA<\/abbr>s to deliver the ecological and social\u00a0benefits\u00a0they were designed to produce. &ldquo;It&#8217;s clear that we need management that is effective, inclusive\u00a0and ongoing, #notjustarea, otherwise we risk designating <abbr>MPA<\/abbr>s without benefit to biodiversity&#8212;which would be a travesty,&rdquo; said Barnes.<\/p>\n<figure id=\"attachment_59399\" aria-describedby=\"caption-attachment-59399\" style=\"width: 260px\" class=\"wp-caption alignright\"><a href=\"http:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2017\/04\/manoa-ctahr-mpa2.jpg\"><img loading=\"lazy\" decoding=\"async\" src=\"http:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2017\/04\/manoa-ctahr-mpa2-260x179.jpg\" alt=\"\" width=\"260\" height=\"179\" class=\"size-medium wp-image-59399\" srcset=\"https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2017\/04\/manoa-ctahr-mpa2-260x179.jpg 260w, https:\/\/www.hawaii.edu\/news\/wp-content\/uploads\/2017\/04\/manoa-ctahr-mpa2.jpg 620w\" sizes=\"auto, (max-width: 260px) 100vw, 260px\" \/><\/a><figcaption id=\"caption-attachment-59399\" class=\"wp-caption-text\">Fish in an <abbr>MPA<\/abbr><\/figcaption><\/figure>\n<p>Marine protected areas are rapidly expanding in number and total area around the world. In 2011, 193 countries committed themselves to the Convention on Biological Diversity Aichi Targets, which included a goal of &ldquo;effectively and equitably&rdquo; managing 10 percent of their coastal and marine areas within <abbr>MPA<\/abbr>s. Countries are creating new MPAs to achieve national targets, but this may not meet biodiversity goals.<\/p>\n<p>However, this research team used rigorous statistical methods to assess whether the <abbr title=\"marine protected areas\">MPA<\/abbr>s are meeting their social and ecological objectives and were able to identify changes in fish populations attributable to the <abbr>MPA<\/abbr> and not due to other pre-existing factors.
