Under the arrangement, <abbr>东精影业<\/abbr> hopes a child-care facility and commercial components can be included in the new building.<\/p>\n<p>The project would be located on the 2.21-acre former site of the National Oceanic and Atmospheric Administration&#8217;s National Marine Fisheries Service building at 2570 Dole Street.<\/p>\n<p>&ldquo;We are seeking a high-quality project that offers below-market rental rates,&rdquo; said <a href=\"https:\/\/www.hawaii.edu\/leadership\/jan-gouveia\/\"><strong>Jan Gouveia<\/strong><\/a>, <abbr>东精影业<\/abbr> vice president for administration. &ldquo;Ideally, it would create a live, work, play environment for housing residents as well as the greater university community.&rdquo;<\/p>\n<p>The development agreement and long-term ground lease will be negotiated between <abbr>东精影业<\/abbr> and the selected developer, and would be subject to review and final action by the <a href=\"https:\/\/www.hawaii.edu\/offices\/bor\/\">Board of Regents<\/a>.<\/p>\n<h2>Additional information on the Request for Proposal process<\/h2>\n<p>A pre-Request for Proposal (<abbr>RFP<\/abbr>) conference and site tour for interested developers is set for December 7, 2018.  All <abbr>RFP<\/abbr>s should be received by 2 p.m. on February 22, 2019.<\/p>\n<p>The <abbr>RFP<\/abbr> documents are available exclusively through the <span aria-label=\"Hawaii\">Hawai&#699;i<\/span> Electronic Procurement System  (<abbr>HePS<\/abbr>). Interested developers intending to respond to the <abbr>RFP<\/abbr> <a href=\"http:\/\/www.sicomm.net\/vendor-registration\/\">must register with <abbr>HePS<\/abbr><\/a> in order to access the <abbr>RFP<\/abbr> documents and to correspond with the university. Developers that are already registered with <abbr>HePS<\/abbr> may <a href=\"http:\/\/www.sicomm.net\/vendor-login\/\">log in to their accounts<\/a>.
